This division is innovated according to the decree no. 7/39/ 8659 in 13/11/2005 under the title researches laboratory. In 2010 it becomes scientific division within the framework of the university presidency divisions; it belongs to the assistant president of scientific affairs office. It consists of professors and professional staff in accurate scientific fields and contains scientific apparatus in biological and chemical techniques which serve medical, agricultural, environmental and molecular biology specifications. It is used for scientific applied researches for postgraduates and researchers as well as division’s interest in coping with recent development in innovative technologies to be transmitted to the university. Working on putting solid regulations to ensure the biological safety and biosecurity and provide training opportunities as well as development to the division staff and the university, and establishing scientific and research cooperation to the relevant divisions and research centres inside and outside Iraq.

The division arranges annually and since its establishment many training courses in specifications of chemical and biotechnologies as well as initiating seminars and scientific workshops to the participants of the division and the university and other institutions to raise their scientific and technical levels.

The laboratory consists of two types of apparatus and tools for to achieve scientific researches:

1. Apparatus and tools which are necessary to prepare and initiate samples provided for the analysis to do elementary measurements (supportive tools and machines).

2. Apparatus used for analytical examinations which includes:

 3.Separation machines and chromatographic analysis, molecular spectra apparatus, elements analysis apparatus, biological and medical apparatus

Vision of Central Laboratories Division

The division aims to become research centre specialized in chemical and biotechnology. It works to fix biological problems and finding scientific solutions to medical, environmental, and agricultural fields to make facilities in scientific task in the university and the society and aiming at supporting disciplines of sustainable development.

Mission and Objectives

It aims to have scientific specialized society which supports modern techniques and the significance of spreading its applications to serve Iraqi society development to reach its targets, it also aims to:

$1. Employ modern technique in applied scientific researches that fix the problems the society encounters.

2. Spread culture and morals of scientific research and make the research society aware of moral and social criteria which are equivalent to the university ambitions on local, regional, and international levels.

3. Transfer and localization of modern techniques to establish sober researches.

4. Habilitate scientific staff specialized in generating scientific generation and experience continuity.

5. Work on to provide supplies of scientific research to ensure linking the outcomes with the determined projects and researches.

6. Give priority in financial supply to buying new machines and apparatus which can raise the scientific level to implement programs and research projects.

7. Present counseling and scientific services to postgraduates and different institutions of the country and productive fields to fix problems in those fields.

8. Adopt the quality culture to develop educational and research process to achieve distinctive level in applied researches to serve society.

9. Initiate scientific journal to publish scientific researches in modern chemical and biological techniques and have scientific conferences to gather large number of researchers and scholars to submit their researches and exchange different experience in one conference per two years and encourage the researchers in the division to publish their papers in international journals which have impact factor.

Tikrit University ranked third among other universities in Scimago Ranking

Tikrit University has ranked third among twenty one Iraqi universities included in Scimago Ranking for Universities and Research Institutions. This achievement was engendered by the efforts of the university researchers in various disciplines and the successful strategy of the presidency in encouraging, supporting, and rewarding researchers according to the guidance of Dr. Jihad Thyab Mahal. Dr. Ikram Hassan Abid, the Head of the Scientific Affairs in Tikrit University, has explained that Scimago Ranking is considered one of the universal rankings and depends mainly on Scopus database. Dr. Abid added that this particular ranking depends upon three pivots in the mechanism of ranking which are:

Vision: To be a work incubator that is pioneered in transforming creative ideas of entrepreneurs at the University's sectors into real projects that promote the national economy and contribute to its sustainable development.

Mission: Developing the entrepreneurial ideas by providing a package of services and ways to support entrepreneurs.it also look for establishing strong companies capable of developing and meeting the needs of community.

1-    Providing a positive environment capable of supporting creative ideas of university members so as to be a reality.

Instructions of Granting the Academic Affiliation of An Experienced Professor No. 161 2020

Depending on instructions concerning an Emeritus Professor No 161/ 2020 and for the sake of avoiding any delay in achieving the promotion of an Emeritus Professor, it is kindly asked to attach the following documents:

1-    The University Decree of retirement certified from Human Resources Department (retirement section) in the presidency.

2-    The University Decree of promotion certified from Human Resources Department ( Teaching Affairs Section) in the presidency.

3-    A certification document that the professor is well efficient in his specialty. The document should mention the number of thesis and dissertations that were supervised by the Emeritus after the last promotion, namely the promotion of professor Academic rank.

4-    A certification document assigned from the central promotion committee which mentions the number of authentic and valuable published researches as well as the number of published researches in conferences inside and outside Iraq.

5-    Attaching a document that ensures the number and the types of creative and innovative works like a patent document or a certificate of excellence.  

6-    A certificate document describing the scientific and administrative contributions those help in developing the department, college, or university.

According to the provisions of paragraph (6) of Clause (A/2) of article (2) of material (47) of the law of Ministry of Higher Education Number (40) of 1988, we issued the following instructions:

Material (1)

The retired individual who is granted the academic title of Emeritus Professor must be:

1-    He has got the scientific title of professor at the age of retire.

2-    He had not been retired because of his failure in his scientific and educational responsibilities.

3-    He had supervised no less than 5 thesis or dissertations after the last promotion.

4-    He is professional in his specialty and has no less than two published researches on the condition that one of them, at least, should be authentic and unsheathed from other thesis and dissertations after the last promotion.

5-    He is scientifically well-known because of the following contributions:

1-    He has published researches in prestigious journals.

2-    He has published researches in conferences outside and inside Iraq.

3-    He has creative and innovative works like patents.

4-    He has scientific and administrative contributions lead the department, college, or university's development.

Material (2)

One is granted the scientific title of Emeritus Professor according to the following procedures:

1-    The relevant department's council suggests granting the title of Emeritus Professor to its former staff member if there is a need to his services and when the conditions provided in article (1) of these instructions are met. If these conditions are provided, the council of the department suggests the promotion and attachés with it the C.V of the promotion demander. The council of the department either sends the suggestion to the college's council or refuses it.

2-    The Emeritus Professor attends the meeting of the university council to be notified of the decision and is honored with the university shield and a certificate of appreciation.

3-    Other universities shall be notified in the name of Emeritus Professor and announce his name in scientific journals related to his specialty.

Material (3)

The retired professor, when his request of Emeritus Professor Promotion is refused, has the right to object in the Research and Development Department at the Ministry's Center. The subject is discussed by Opinion Organization to take the right decision concerning the promotion within 30 days from the date of the notification of refusal.

Material (4)

  1. Professor has the following privileges:

1-    He is granted from the university where he worked the ID of Emeritus Professor.

2-    Maintaining his office in the college where he worked.

3-    He has the priority in nominating for the membership of the Iraqi Scientific Academy.

4-    Maintaining the rights of scientific research, authoring, translation, publishing, and scientific production.

5-    Benefiting from scientific facilities, such as laboratories and libraries.

6-    Facilitating participation in scientific conferences inside and outside Iraq.

7-    Facilitating the participation in social activities. He has also the right to be a member of the university clubs and cultural centers.

8-    Including his name in the scientific advisory board of the magazine which is published by the college.

9-    Issuing a pamphlet including his biography and his achievement. His name should be also included in the university and college index.

Material (5)

  1. Professor performs the following tasks:

1-    Teaching and presenting systematic and non-systematic lectures and supervising thesis and dissertations. He has the right to participate in viva committee and other committees according to the needs of his college and departmentin exchange for a sum of money.

2-    Contributing in translation, authoring, and preparing curriculums.

3-    Counseling university, college, or department councils in all matters related to their affairs.

Sabbatical Instructions No. 162 for 2009

According to the provisions of Clause (1) of material (9) of University Service Law No. (23) in 2008, we issued the following instructions:

Material (1)

1-    The Ministry of Higher Education and Scientific Research has the right to agree on the sabbatical for any staff member who has the academic title of Professor, asst. Professor, instructor, or asst. instructor inside Iraq according to the law.

2-    The Ministry of Higher Education and Scientific Research has the right to agree on the sabbatical for those who are mentioned in Clause (1) of this material outside Iraq in the case that they are unable to complete the sabbatical requirements inside Iraq.

Material (2)

The Staff member who is granted a sabbatical scholarship is required to fulfill the following:

1-    He should have the scientific title of instructor at least.

2-    He has a University Acceptance from one of the officially recognized universities, centers, or institutions by the Ministry of Higher Education and Scientific Research so as to fulfill the procedures of his research whether the sabbatical is inside or outside Iraq.

3-    The nomination for the sabbatical must not affect the course of teaching in the department or college.

4-    Those who have the scientific title of an instructor have to get the average of no less than 70% in the annual performance evaluation.

5-    Submitting what supports that the hosting party will be responsible for all the expenses of the sabbatical researcher during all the period of the sabbatical.

6-    Submitting a guarantee financial bond, formed according to the law, equal to his one year salaries.

7-    Obtaining the highest points of preferences in the form prepared for this purpose and taking into account the following:

1-    Date of obtaining the certificate.

2-    Years of employment.

3-    Date of obtaining the scientific title.

4-    Number of published books and researches.

5-    Supervising thesis and dissertations.

6-    The average of the annual performance evaluation.

7-    The sobriety of the sabbatical university.

8-    Disciplinary sanctions.

9-    Absences.

10-  Spoken Languages and the facility of using computer and internet.

11-  Granted Acknowledgments.

Material (3)

It is required that the sabbatical researcher, who asks for a second sabbatical,   has spent 5 years since his first sabbatical.

Material (4)

The university will be responsible for paying the salaries as well as the university service allocations of the sabbatical researcher according to the established instructions.

Material (5)

The researcher who fulfills all the above conditions submits a request to the head of his scientific department. The request should be sustained by the following documents:

1-    Detailed scientific biography.

2-    University decree of his last scientific degree.

3-    Titles and copies of his published books and researches.

4-    The title and the proposal of the suggested research in the sabbatical.

Material (6)

1-    The scientific committee is responsible for checking the requests of the sabbatical researchers; it checks the attached documents and whether the conditions are applicable on the researcher.

2-    The scientific committee sends its recommendations to the college council and then to the university council to sign the acceptance of the sabbatical and sends it to the Research and Development Department at the Ministry's headquarters for auditing.

Material (7)

The duration of Sabbatical should be one teaching course that is unextend able.

Material (8)

The formations of the Ministry of Higher Education and Scientific research will lay down their annual study plan related to the numbers of applicants for sabbatical and decide the specialization required for sabbatical inside and outside Iraq.

Material (9)

The formations of the Ministry of Higher Education and Scientific research decide the deadline of applying for sabbatical.

Material (10)

The sabbatical researcher is committed to the following:

1-    Writing and fulfilling at least one scientific research related to the field of his study and submitting what proves the acceptance of publishing it in a prestigious journal within 1 year from the date of finishing the sabbatical.

2-    Presenting a lecture in the department or college about the nature of his study and his achievements with the duration of his sabbatical.

3-    Submitting a report certificated by the supervisor each three month about the stages of fulfilling the research and the main results he reached.

Material (11)

The sabbatical researcher has the following privileges:

1-    Rights and privileges granted for him according to the law.

2-    A certificate of appreciation signed by the Minister.

3-    Approving his research for the purpose of promotion.

Material (12)

The sabbatical researcher is required to fulfill the following in case he fails to achieve the requirements of his research:

1-    Obtaining the amounts spent for him during the sabbatical period according to the government Debt Collection Law No (56) in 1977.

2-    Denying him the enjoyment of scientific sabbatical in the future.

Material (13)

These instructions are implemented since the date of its publication in the official journal.

Graduation:

It is the final stage for projects inside the incubator, and usually takes place between two to three years after the project is accepted into the incubator, according to specific graduation criteria, where the project is expected to have achieved a degree of success and growth, and it is able to start its activity outside the incubator with a size bigger business.

Funding

 The incubator should collect good information on the various sources and types of bank financing, grants, various loan funds and investors, and crystallize the requirements of affiliates and act as a link between its members and the financiers and investors.

Technology Incubator Unit / Service Incubator Programs

The incubator provides its services according to the following programs:

Ideas Forum Program: It is a program for awareness of entrepreneurship opportunities and technical works. It supports the development of ideas, through a set of workshops and events.

Pre-incubation program: It helps in evaluating projects related to technology, as well as conducting initial market research and planning to ensure that these projects offer business opportunities with a commercial horizon. The program includes a set of workshops, seminars, and individual sessions for business circulation.

The third program, which is the incubation program, which is divided into two stages:

The first stage, which is the stage of establishing the company:

The duration of this stage is a maximum of six months, during which the client focuses on business plans, on studying the market, and establishing his company or institution, and this stage is as a choice for the business opportunity and for the client's entrepreneurial personality. If this stage is accomplished, it will move to the second stage.

The second stage, which is the construction and maturity stage of the company:

 This stage usually lasts between 2 - 3 years, and it represents the actual launch of the project, as a business, as it enters the market and develops the product, as well as building relationships with common stakeholders, and linking with various financing channels.

Technology Incubator Unit / Project Incubator Conditions

Conditions for applicants to submit a project:

1. To be one of the university staff and students exclusively.

2. must be Iraqi.

3. Be committed to working hours at the incubator's headquarters.

4. - is not associated with a job with a private sector or government institution, or has submitted it to another business incubator.

5. If there are partners, at least 50% of them must be from the university.

6. The project must be prepared by the applicant.

7. The entrepreneur should have a clear business idea, a clear project, or a patent.

8. That the advanced project for incubation has a rapid growth rate that allows it to graduate within the specified time period for it.

9. That the idea of ​​the project be distinct, applicable, and has a need and direct application in society.

10. That the applicant (applicants) demonstrates his ability and enthusiasm in undertaking the project.

11. To submit a detailed and integrated strategic business plan by those in charge of the project that includes marketing, technical and financial studies (type and nature of the activity - its objectives - requirements for implementation) such as the required space, number of employees or employment, the size of the investment, an estimate of the value of the required financing.

12. The maximum enrollment period is three years, during which the project is prepared for independence or transfer to one of the other system entities.

Technology Incubator Unit / Incubator Success Factors

Incubator success factors:

 In order for the incubators to succeed in fulfilling their role in developing skills, encouraging personal initiatives, and creating job and development opportunities, several factors must be available, the most important of which are:

1. The presence of an efficient and effective manager who works to manage the incubator, coordinate all technical, human and financial aspects and set the necessary plans to support private projects.

2. Having experienced and knowledgeable staff in all technical, human and financial aspects and setting the necessary plans to support private projects.

3. That the incubator obtains the support of the government or local bodies, banks and international organizations for the impact that he will have on providing the necessary financial funding for the incubator.

4. The incubator should a the building equipped with the necessary machines, materials and tools that allow the reception of projects.

5. To determine the type of services required to incubate the small and medium enterprises that they need.

6. The incubator should be close to the university's location.

7. Ongoing evaluation. The incubator needs to regularly evaluate its operations and performance, including:

- Follow-up performance in terms of growth of affiliated enterprises.

- The growth and development of companies after graduating from the incubator.

- Marketing itself and attracting projects of promising quality and expected to grow unconventionally.

All of this restricts planning how to provide services to the affiliated projects that it graduated from.
